There is an enhanced focus on vulnerable groups, including children and people with disabilities and an enhanced focus on cross-cutting issues such as gender, environment, participation and accountability.The project will expand from targeting extremely poor households in 70% of Tanzanian communities to target this group in the whole country. The project consists of two components,1) Productive Household Support (Benefits and Services)2) Strengthening Institutional Capacity and Integrated Delivery Systems.Integrated systems development will be supported through investments in strategies for targeting, re-certification and exit, development of the National Social Registry and Management Information System tools, citizen engagement, systems for payment, communication, monitoring and evaluation and gender integration.The World Bank provides the main financial contribution to PSSN II of 450 MUSD in IDA-loans, while bilaterals plan to contribute approximately 90 MUSD Sida (60), Norway (15), Switzerland (15) and Irish Aid (2). The intervention is a result-based program in education aiming at supporting children to finalize basic education, as well as to improve learning outcomes by strengthening the national education systems. The payment for results approach means that payments are made retrospectively against certain predetermined results. The extent to which the results, which are measured through so-called Disbursement Linked Indicators (DLIs), are achieved, determines the size of the disbursements. The disbursement-linked indicators have been chosen based on the assumption that certain factors in particular contribute to achieve improved education results. The indicators are well aligned with the national priorities as stated in the ESDP. The achieved results will be verified by independent verification teams (IVT)A joint framework has been developed with the government and other partners in the program (World Bank and FCDO) with the three key result areas (RAs) to be supported by EPforR II:RA1) Primary schools across the country have the basic requirements necessary to deliver quality education and inequity is reducedRA2) Improving Teacher Competencies and Classroom TeachingRA3) Strengthening Governance and Institutional Capacity for enabling education service delivery.In turn, this strengthening of systems and service delivery should improve outcomes such as survival rates and learning of children in pre-primary and primary education. Vilanculos is today the only major district city in Mozambique that is not connected to the national grid and is therefore one of the most prioritized projects for the energy sector. The city is today supplied via an independent electricity grid with electricity generated in a local (fossil)gas power plant. However, a rapid increase in demand for electricity in Vilanculos has resulted in insufficient capacity at the power plant. This decision concerns a proposed intervention  Rural Electrification in Vilanculos, Phase 2 , which builds on an inception phase (Phase 1), funded by Sweden and implemented by the state owned utility Electricidade de Moçambique (EDM) in 2016-2018, after a recommendation by the Quality Committee AQAC at the Department of Africa, Sida (December 2014), to divide the proposed intervention in two parts and a request to the partner to add further information and analysis to the proposal. Through connection of the mini-grid in Vilanculos to the national transmission network, connection of new clients, and expand and upgrade of the existing distribution network, the following results are expected,1. Vilanculos is interconnect to the national grid, with adequate and reliable supply of sustainably produced electricity, and systems for transmission, transformation and distribution at district level - managed effectively by the utility EDM.2. Mitigation measures equivalent to reduction of more than 23,000 tCO2/year through substitution of fossil fuels with renewables, during 2021-2027.3. Inclusive, effective, and sufficient electricity services for public goods and households, including also vulnerable groups such as female-headed-households.4. Increased technical and financial viability of EDM, due to reduced system losses, and increased revenues from productive uses of electricity in the project area.The target group is the population in northern Inhambane and southern Sofala province, which is mainly rural with villages/smaller communities located along the main highways, where also the major part of the planned transmission line will go. 54% of the population consists of women, mainly depending on small-scale agriculture and fisheries as well as trade.
