Compiled for the BuildMap minerals page (draft). Coordinates: the project's own report where published, otherwise the USGS deposit point of the same name (loc_precision 'usgs'), otherwise none. Mineral-sands mines that hold monazite count only where the operator reports recovering or selling it: QMM in Madagascar does; Kenmare's Moma, Richards Bay Minerals and Namakwa Sands disclose no rare-earth tonnage and are under left_out.",

USGS's 2019 Minerals Yearbook names QMM (Rio Tinto 80%/state 20% then, Mandena) as the country's REE producer, recovering monazite from tailings since 2018: about 4,000 t REO in 2019, with capacity around 4,400 t REO. Rio Tinto says QMM produces monazite, and The Ecologist (Feb 2026) reports QMM ships it to China. The 2025 figure is consistent with QMM monazite exports, but no fetched source attributes it explicitly. Vara Mada and Ampasindava are not producing.",

"text": "USGS MCS 2026 gives Nigeria 1,500 t REO mine production in both 2024 and 2025, reserves NA. That is a big cut from MCS 2025, which put Nigeria at 7,200 t (2023) and 13,000 t (2024), with a footnote saying the figures were estimated from Chinese import data. MCS 2026 says the 2024 Nigeria figure was significantly revised 'based on Government and industry reports'. The USGS 2024 Nigeria chapter (data to Mar 2026) tabulates monazite concentrate at 210 t (2020), 590 t (2021e), 2,535 t (2022), 2,620 t (2023) and 2,600 t (2024e). Its separate oxide-content row runs 110, 300, 1,300e, 1,400e and 1,400e t REO. Monazite concentrate is the only rare-earth mineral USGS tabulates for Nigeria. USGS says monazite mining restarted in 2017, and that critical minerals in Nigeria are produced by artisanal and small-scale miners as well as private companies. It names no monazite mine, area or buyer. It records tin ores and concentrates going to China. The federal research council RMRDC sampled monazite in Kano, Taraba, Plateau, Kaduna and Bauchi in 2025. A private Nigerian seller was offering 55-60% REO monazite concentrate in Aug 2026. No gazetted ban on raw-mineral exports found; the minister's Oct 2023 line that 'the era of exporting raw materials is over' is a policy statement. No Chinese-built REE plant found; the Chinese plant the USGS chapter names in Nasarawa processes lithium.",

No Madagascar state equity is disclosed; the Dec 2024 MOU reportedly includes a 5% royalty, but this was not fetched. Coordinates were not found.",
"QMM: the monazite resource/reserve was not fetched (Rio Tinto 20-F too large). Monazite volumes since 2019 and buyer names are undisclosed. The Ecologist reports operations were suspended Nov 2025 to 6 Jan 2026, which may explain a lower 2025 figure. Rio Tinto has put its titanium business under strategic review.",
"Gakara: AFP reports a presidential order suspending foreign miners from 14 Jul 2021, which was not fetched. Rainbow still describes government actions as not in line with the mining convention, with no resolution as of Mar 2026. Historical offtake was not researched.",
"Mrima Hill: sources disagree on the Cortec licence date. afaa.ngo gives 2013; Citizen/bilaterals report a 10 Apr 2015 cancellation of 65 licences by CS Najib Balala. Resource figures in news (5.8 Mt Nb / 48.7 Mt REE, or 6.4/53.6 Mt) are unverified and not used. The tender winner and the outcome of the 9 Oct 2026 ruling are unknown.",
"Mrima Hill bidders: RareX and Iluka (AU) filed a joint application with NAMICO in Apr 2025. A US consortium, Mrima Earth Ltd, has also bid, and Chinese state companies reportedly signalled interest (https://miningmx.com/news/battery-minerals/2026-04-07-kenya-opens-bidding-for-prized-rare-earths-deposit). "No Japanese or Russian involvement was found in any of these projects.",
"Nigeria: none of the fetched sources say whether the monazite is a by-product of tin and columbite mining or tailings on the Jos Plateau, or which states produce it. USGS names no area or company. RMRDC sampled monazite in Kano, Taraba, Plateau, Kaduna and Bauchi in 2025.",
"Nigeria buyers: USGS MCS 2025 estimated Nigerian output from Chinese import data, which points to China as the buyer, but no fetched source gives monazite export tonnage by destination. The USGS 2024 chapter records tin, beryllium and tantalum going to China, but no destination for monazite.",
"Nigeria export ban: no gazetted ban on raw-mineral exports found. The Oct 2023 'era of exporting raw materials is over' line from the minister is a policy statement, and the USGS 2024 chapter mentions no restriction. Value addition seems to be enforced through licence conditions (search only).",
"Hasetins: is this an REE separation plant at all? Feedstock, flowsheet, products and the existing 6,000 t operation are all undisclosed. Rare Earth Exchanges (Dec 2025) says no Chinese ownership or partnership has been disclosed. Keep it, flag it, or drop it at merge.",
"Mineral sands rule: Kenmare sells monazite only inside a mixed concentrate (ZrTi). The same yes/no rule should apply across clusters, e.g. Madagascar or South African sands with incidental monazite.",
"Egypt Burullus: EBSC's head was quoted (Oct 2022) as expecting '145k tons of monazite' a year. That is implausible next to 298k t ilmenite and USGS world totals, and is probably a misquote. Treat it as unverified.",

"The USGS Tanzania reserve (890,000 t REO) almost matches Ngualla's JORC ore reserve of 887 kt REO in Peak's August 2025 scheme booklet. USGS likely took its figure from it, but USGS does not say so. Where USGS's South Africa figure (860,000 t) comes from is not stated.",
"In MCS 2026, Nigeria's 1,500 t no longer carries the 'estimated from Chinese import data' footnote. USGS says only that the revision is 'based on Government and industry reports'. Which reports, and why the figure dropped from 13,000 t to 1,500 t, is unexplained.",
"Burundi (Gakara), Angola and Malawi have no USGS rows. Any output is inside 'Other' (550 t in 2025), with no breakdown. The AU strategy says rare earths are 'mined' in Angola and South Africa, but USGS shows no output for either.",
"The AU strategy cites Madagascar at 960 t in 2023 (from USGS 2024). USGS 2025 gives 2,100 t for 2023. Madagascar's figures have moved a lot between editions.",
"Of the DFC's $62.8m, the $12.8m split among Malawi, Angola and Madagascar was not in the fetched Reuters text. Search snippets claiming $3.4m for Longonjo, a $4.6m grant for Songwe Hill and a potential EXIM loan of up to $160m for Pensana are unverified.",

"Malawi: the official text of the executive order was not found. Whether a mineral concentrate counts as 'processed' rests on Lindian's own statement; no government ruling was found.",
"Uganda: a January 2025 government post 'President Museveni Restates the Prohibition on The Export of Raw Minerals' (infrastructure.go.ug) returned 404. How the ban applies to Makuutu's mixed carbonate is unknown.",
"Zimbabwe: the December 2022 ban, a circular under the Base Minerals Export Control Act, covers lithium only (miningindex.co.zw). The 'SI 213/2022' designation appears only in search snippets. A reported later extension to all unrefined minerals (Mondaq) was not fetched. It is left out of export_rules because rare earths are not covered.",
"Ghana: the 2023 Green Minerals Policy and the December 2023 raw-lithium stance do not name rare earths in any source found. It is left out of export_rules.",
