China

China publishes no project list, no aid statistics by recipient and nothing to the OECD or IATI; what exists is a reconstruction.

AidData's China's Global Loans and Grants Dataset rebuilds every Chinese official commitment from public records, project by project, and the map already draws its infrastructure subset as triangles: 2,487 commitments to 52 African countries between 2000 and 2023, USD 222.2 bn in constant 2023 dollars, 1,365 of them loans worth USD 212.3 bn and 1,063 grants worth USD 9.7 bn. The China Export-Import Bank alone accounts for 58% of the money; Angola took USD 31.3 bn of it, more than any other country.

The other half of the record is what remains to be paid. The World Bank's debt statistics put public and publicly guaranteed debt owed to Chinese creditors at USD 82.2 bn at the end of 2024, across 46 governments, down from a peak of USD 91.9 bn in 2021; USD 62.2 bn of it is bilateral official lending, the rest Chinese commercial banks and other creditors. Angola owes the most, USD 14.4 bn. The map's own layers add 62 power units, 9 pipelines and 9 submarine cables with a Chinese owner.
