The Piano Mattei portal names 76 projects in 30 countries, with a stage, an implementer and a stated figure for 71 of them, EUR 4.39 bn in all; the map already draws them as hexagons. Behind the plan sits a full aid record, reported to the OECD at activity level with real titles: 10,068 Italian activities with an African recipient for 2018–2024, USD 4.99 bn committed, most of them not the government's own but the projects of religious bodies, NGOs and universities funded through Italy's tax-designation schemes. The development agency's own files add the detail for its share: 1,889 activities, EUR 3.13 bn committed.
The money that dwarfs both is private. Italian direct-investment stock in Africa stood at USD 29.9 bn at the end of 2024, Algeria and Egypt first, where Eni produces gas and oil; the map's own layers carry 26 pipelines with Eni, Snam or Edison among the owners, 29 power units owned by Enel, Eni, Building Energy or Renco, and 8 submarine cables with Sparkle. What African governments owe Italian creditors is small by comparison: USD 3,720 m at the end of 2024, USD 1,682 m of it to the Italian state.
