United States

The United States is the largest single provider of aid to Africa in the OECD's record, and only a small part of it is infrastructure. 133,146 activities with an African recipient for 2018–2024, USD 136.20 bn committed, 100% of them grants; 66% are reported by the Agency for International Development, and the largest purpose by far is STD control including HIV/AIDS, USD 23,843 m. Only 11,053 records, USD 12,798 m, build, renovate or drill something. The 2024 figures are the last full year before the agency was folded into the State Department in 2025.

The money that does build is private and corporate: US direct-investment stock in Africa stood at USD 43.2 bn at the end of 2024, Egypt, Mauritius and Nigeria first, and the map's own layers carry 32 pipelines with Chevron, ExxonMobil, ConocoPhillips, Apache or Occidental among the owners, 10 power units with a US owner, and 11 submarine cables owned by Google, Meta or AT&T. What African governments owe US creditors is USD 6,764 m at the end of 2024; USD 1,161 m of it is owed to the US government, what is left after the debt relief of the 2000s.

Where it is on record

Aid is drawn at each country's interior point, sized by seven years of commitments; the CRS names no coordinates, so a country point is the honest place. The oil majors' pipelines are drawn as routes, the platforms' cables as dotted lines, power units in the map's status colours. Debt owed to the United States is off until switched on.

The pipelines, power units and cables are the map's own records with a US company among the owners, Chevron's share of the West African Gas Pipeline included; the profile does not add records, it filters. Routes that leave the continent, Google's Equiano to Portugal and Meta's lines to Europe and Asia, are cut at the frame.

Aid activities: OECD Creditor Reporting System

The United States reports to the OECD at activity level, with 17,810 distinct titles for 133,146 records: USAID's programmes, the State Department's, PEPFAR through Health and Human Services, the Peace Corps, the Millennium Challenge Corporation's compacts, the African Development Foundation's grants. The record is health, humanitarian relief and governance; the compacts and a handful of energy and water programmes are the infrastructure, and the development finance corporation's loans and guarantees appear under private-sector instruments where they count as official flows.

The purpose codes are the reliable part. The descriptions name implementing partners more often than places (18,301 records mention a town), and the CRS carries no coordinates, so the aid is drawn at country points and kept off the project map.

Largest the United States CRS activities in Africa, 2018–2024, commitments in USD million (current prices).

Pipelines, power units and cables with a US owner

The map's energy and connectivity layers carry an owner field; this table is those records filtered for a US company. The pipelines are the oil majors' export and field lines in Egypt, Libya, Nigeria and the Gulf of Guinea, with Chevron's stake in the West African Gas Pipeline; the power units include General Electric's and Symbion's stakes; the cables are Google's Equiano down the Atlantic coast and Meta's share of 2Africa, with AT&T in the older consortia.

Energy and connectivity assets with a United States owner, as the map's own layers carry them: Global Energy Monitor's power units and pipeline segments (the oil majors, General Electric, Symbion, AES), TeleGeography's cables (Google, Meta, AT&T).

Country-year series: investment stock, net aid, debt

Three official series describe US money in Africa one country and one year at a time. The OECD's FDI positions, which for the United States are the Bureau of Economic Analysis's figures, give the outward direct-investment stock by partner country; Mauritius's place near the top is a holding-company address, not plants. The DAC2a table gives net ODA by recipient. The World Bank's debt statistics give what each government owes US creditors: the government's own claims, mostly old food-aid and Export-Import Bank loans that survived the debt relief of the 2000s, and loans from US banks and other private lenders.

World Bank International Debt Statistics, counterpart 302: all public and publicly guaranteed debt to creditors there, the state and its banks together (series DPPG, as on the debt page), with the bilateral official part beside it. Sovereign and sovereign-guaranteed borrowing only; the development finance corporation's loans to private borrowers are outside the series.

How to read this page

One record is
In the aid tables, one CRS activity as the United States reports it. In the energy table, one GEM power unit, one pipeline (its segments counted) or one cable, as the map carries them. In the series, one country and one year.
Status
GEM and TeleGeography records use the map's own mapping. Aid activities have no status.
Money
CRS commitments and disbursements are in current US dollars as reported. Net ODA is current prices. FDI stock is the OECD's net position, all resident units, immediate counterpart. Debt is the World Bank's public and publicly guaranteed stock owed to the lender's creditors, the state and its banks together, as the debt page counts it, with the bilateral official part, the state's own claims, beside it. None of these is a project value and none is added to the map's lenders.
Location
Aid and the three series are drawn at the country's interior point. Pipelines and cables are the map's routes, thinned; power units carry GEM's coordinates.
Not here, and why
  • The development finance corporation's active projects are a web table updated quarterly, with no download; its IATI files are near-empty.
  • The Millennium Challenge Corporation publishes its compacts' data on its own portal; the compacts appear here only as CRS records.
  • ForeignAssistance.gov carries the same activities as the CRS with more detail and a bulk download; the OECD record is used so that every provider on the site is read the same way.
  • Power Africa's transaction tracker is a programme list, not a register of owners, and is not read.
  • Oil and gas fields with US operators are in GEM's extraction tracker, released through a request form only.
Sources and licences
  • OECD, Creditor Reporting System, United States as provider (DAC code 302), activity-level microdata through the SDMX API, one year at a time; OECD terms of use, free reuse with attribution. OECD, DAC2a, net ODA by recipient (measure 206), current prices. OECD, FDI positions by partner country (BMD4), United States outward.
